Dear Dr. Davis:

	Enclosed is a writeup of the %2Dialnet%1 project we have
undertaken with support from NSF.  Its objective is to make ARPAnet
like communication facilities available to any time-sharing systems
that implement the protocols and equip themselves with automatic
telephone dialers and suitable modems.

	As you will see, this project involves designing a standard
communication protocol for messages, file transfer, and virtual
terminals.  It also involves adopting (or designing) a low level
communication protocol.

	Because of these standardization issues, we would like to
solicit the advice and co-operation of the National Bureau of
Standards.  Could you put me in touch with the right person if it's
not you?
